From the long awaited NEON/Brights Collection this my friends is Phyllis - my goal this month was to make Neons as BRIGHT as possible while maintaining their COLOR and SPARKLE - this Yellow is a little less yellow/green like some "neons" but is is BRIGHT as all get our and sparkles like no other!!!
